After two accounts have been registered from the same IP address the following message is returned for subsequent registration attempts

I would like to allow up to 4 account registrations per IP.
This seems to make more sense for families of 4 or more and couples sharing the same residential router etc.
I get that at some point you need to stop IP flooding but it seems to me that a limit of 4 serves that purpose just as well as 2 and is a lot more flexible for the size of families or roommates sharing residences.
I get that this is a fairly easy obstacle to overcome using a cell phone but it seems like the basic hurdle should be a bit lower.
