After I created a new category under "manage->categories" the category doesnt created and top of the site is this error displaying:

Note: "app" select box was and is empty

just unzip the new 1.3.5, and replace the "/includes/actions/admin/admin.php"

I done it and now only the following text is seing (witout any Errors):

blogs, Photos and other Apps are installed and enabled on my network.

That is correct. As it said, you dont need category if you did not enable any of those apps.

you are right, thats a bug. we will release 1.3.6 tomorrow, it will be fixed in that release.
