Is there a way to make the "browse members" list only visable to to logged in and registered members with the basic edition.

admin area ---> user permissions ---> uncheck guest

than you have to modify the settings with phpmyadmin

table jcow_menu

the row with name = browse, type = community

set the field protected to 1 and allowed_roles to 2

yeah user permissions is a pro version feature and not in free version ..Just follow Falcones instruction and your good to go :)
