Hi, is it posible to add hook to left (or right) sidebar to add custom code (do not add as code trought site admin panel) ? ...and if it is possible how can I do that?

If you want to add content to sidebar of all pages, you can use the "blocks":
adminCP -> themes -> manage blocks
